Really need some advice...

I am hoping maybe I could get some advice... I dated a guy when I was 16, fell madly in love with him, then my parents moved me to FL. He still lives in Hawaii and we recently reunited about 9 months ago. He tells me he has always loved me, vice versa...
We have recently run into a few wks of constant bickering. Last night, he broke up with me but today is telling me he messed up and asking for forgiveness. Of course I forgive him, but, I am terribly frustrated with the long distance relationship from Florida to Hawaii. There's a 6 hr time difference, I take the brunt of it. We do try to see each other about every month and a half, but it's costly. We have webcam but that is getting old. there is no replacement for having someone around...
He has always said he would relocate when his daughter graduates from high school. He has left her for 4 yrs to move to the mainland before, but now, he feels he needs to stay, although his interaction with her is brief. Her mother lives there and she has lived her whole life with her mother except for the past year (dad lets her do anything she wants for the most part).
Do I continue with this long distance relationship or do I not get back together with him unless he's willing to at least make a move here for a trial basis? Or any other suggestions? We both love each other very much but we are both miserable...
